There are a few factors that play into the equation. Society should set better examples for its citizens to follow and the social service system should come up with better ways to handle cases in which confused children go off and have babies.

For a fact I read it in my ASA Criminology text book a few weeks ago.” Children are born blank and as they become older the things and the people they come in contact with are the influences that are going to shape their thinking for the future.” If the people that are around them have nothing to offer them, and the people who were the guardians of the people who they look up to offered them nothing. What do you expect of them, model citizens, the equation is not mathematically correct? The social service system should do more reaching out to children in neighborhoods that are low income and have a high rate of teenage pregnancy, so they can stop it before it starts.
With that being said and a lot more to be said the parents are not the only ones to be blamed.
